In a large skillet over medium heat, melt butter. Whisk in flour and cook for one minute. Add garlic and cook for 30 seconds, whisking constantly to prevent burning.
While whisking, slowly add milk and cream. Season with garlic salt and onion powder and bring to a boil stirring constantly.
Once the mixture reaches a boil and thickens, reduce heat to medium-low. Add cream cheese and Parmesan, stirring frequently until melted.
